Hey, I honestly dont know where else to turn, and I found this place by chance.
I acquired a Sapphire RX 9070 XT Pure earlier this month, but just installed it a few days back (didn 't really have the time when it came, and I'm way past the return policy time). They say they can only attempt repairing but if it's anything I can do myself, I might as well try to figure it out first.
My complete build is as follows:
- Gigabyte Aorus B650E Elite X AX Ice
- Ryzen 7 9800X3D
- 32GB DDR5 @6000MTs
- Sapphire 9070 XT Pure
- MSI A850GL White
The GPU requires 2 8 pin cables which I gave it, I did not use pigtails. I also believe everything from the cables to the card to be fully seated, the card especially, is using the mount that came with it and it's locked in as far as it can be screwed in.
The issue i'm having is that sometimes the image I get overlaps between different frames. For an easier way to image it, it's like trying to load a pic in the very early days, with dial up.
This is a rare occurance and it's really hard to attempt to replicate it, it's really random. To try and take a screenshot is next to impossible and to film it, I'd need to just sit around browsing for a couple of hours for a chance to spot it. Still... the issue is there and it SHOULDN'T...
I also notice that this card is rather slow in regular use. Just regular scrolling, it's not fluid.
Even my previous card, a 4070 Super, in it's dying legs is outperforming it, and I feel like that is saying A LOT.
Thought I would be getting a sidegrade into the next generation but this is a massive downgrade.
Since I had to get a new card anyway, but this is absolutely not worth it as it stands.
Can anyone maybe help me out?
I did a clean windows 11 install when I swapped the cards, I need to say, just in case.

Check if your motherboard's BIOS is current. Also, confirm that both the chipset and video drivers from AMD are fully updated.

Welcome to the forums, newcomer! Here are your questions:
What BIOS version is installed on your motherboard?
You have an MSI A850GL White.
How recent is your PSU?
I performed a clean Windows 11 installation after replacing the cards, just in case.
Where did you obtain the OS installer? Did you install it offline and manually add all drivers, using the latest version?
Regarding the OS, what version are you currently using?

I'm not completely sure, but I believe my BIOS is the F36 update.
The PSU in my build is just a year or so old (bought new, not used).
Windows 11 version 25H2, by the way.
Damn, I realized I'm not using the latest BIOS version—I'm on F36.
I thought I might be on F38 before.
Everything else comes from the website.

Update your BIOS and check for any modifications.
Have you installed your GPU in the x16 slot nearest to the CPU?
What type of CPU cooler are you using?
What are your CPU temperatures when idle and under load?
Is your display connected directly to the GPU or via a motherboard video port?

It's on the top slot, as it was before. For the CPU, I'm using the Corsair icue link titan 360 rx. I'm not sure what I should display, so I checked the Ryzen Master app...

I'm using a DisplayPort cable, and it's connected to the GPU. I actually disabled igpu in the BIOS earlier when I was trying to figure this out.
Sorry, I don't think I fully grasp the questions?
I downloaded the OS directly from the Microsoft website and used my own paid activation code.
I installed everything offline, and kept it up to the latest version.
For your "what OS are you using?"—is it Windows 11? 25H2?

Removed the 9070 XT reference and adjusted the phrasing accordingly. How does that perform?

I received the operating system directly from the Microsoft website and applied my own paid activation code. No unauthorized software present. I installed everything offline, ensuring it matches the latest version. Confirmed.

After confirming the BIOS is updated, reset the CMOS, return to BIOS settings, turn off the iGPU, and ensure AMD's E.X.P.O is active. Use DDU to eliminate all GPU drivers in Safe Mode, restart the system, then manually install the newest GPU driver from AMD's support site via an elevated command—Right click the installer and select Run as Administrator.

I dont know, it all seems to be just the same as before.
With all this done. I updated the BIOS to F38 btw (39d is available but I'm pretty sure that's a beta version).
If this is a VRAM issue, then I dont really think I can fix it.
I'm actually even noticing the visual lag in my letters showing up as I'm writing this...
Might be a defective card, actually.
