You should also notice spikes of data reaching the SSD simultaneously with the issue appearing on your screen. SSD read speeds are exceptionally quick and don’t decrease like write operations with the DRAM cache do. It shouldn’t really be a constraint.
There’s another configuration I’m not sure of in the BIOS that enables the CPU to communicate with GPU memory at faster rates. It should be enabled by default alongside your graphics card. Not particularly useful, but I’m trying to recall the exact name.

The setting you were missing is called resizable bar. You should have this enabled. It's usually the default on most newer machines. This feature really impacts games with a lot of textures, such as Cyberpunk. The game has many strange issues because it puts a heavy load on the machine. It might just be something you notice and later become a bug. It's similar to how I now see artifacts when using DLSS frame generation and always turn that feature off.
