I have a system quite similar to yours (5800X3D/4070). At 1440 with all settings optimized and ray tracing enabled at a high level, using DLSS at 75% and Frame Generation would give me around 70fps, which seems reasonable based on what I see. The performance with ray tracing will depend on the setup though. My friend’s 3080TI struggles with medium RT, dropping to around 10FPS, but when he increases the settings, frames improve significantly. That extra RT power can really impact performance at times.

Some may expect Ultra configurations to work well, especially for competitive gaming, since esports titles often run smoothly at high FPS levels.

PC gaming should be played and used in the way it was intended, ensuring maximum benefit from powerful hardware and consistent progress over time. Looking back, a well-balanced game maintains relevance rather than becoming outdated. Based on the OP's perspective, this approach works effectively. Technology should never be limited to low-end systems; gains on high-end hardware should go beyond just frame rate improvements. Ultra settings must always aim for the highest possible performance, targeting the current top-tier capabilities.

Performance should get better after several patches and driver updates, unlike City Skylines 2 which Gamestar says remains the same as a year ago...

The gameplay in CS2 has significantly improved since launch. It's still not perfect, but you can now enable some premium options without the game becoming unplayable.

Might be valid from both perspectives. It looks reasonable, but 4K native performance is fully achieved without using RT, and upscaling still lags noticeably on top hardware.
