I think its a timed exclusive for Xbone. I really loved the previous title and I'd be upset if it doesn't come out on PC but I'm sure it eventually will.

Sadly it happens, but I won't keep it against MS forever. Life keeps moving and fresh games are always coming.

It's a limited-time release... [link provided]. It's worth noting that Microsoft appears to be moving toward treating PC as a gaming platform. I believe there was a game announced as an "exclusive for Xbox and Windows 10," which is encouraging.

Exclusive content is often unnecessary unless it offers unique capabilities tied to the service. Platforms like Tomb Raider or Xbox exclusives don’t provide added value beyond what’s already available.

Timed exclusive and by the sounds of it if they didn't cut a deal with MS it wouldn't have been made so if you like it you should probably praise MS rather then be angry at them
