Is the Cyberpunk 2077 crash occurring right when the splash appears?
This is a brand new build and a fresh install of the game that was working flawlessly for maybe 10 hours, and yet today after booting through the CDPR frontend it loads and I get the distorted Cyberpunk logo with music and then it crashes with an error report. I have tried DDU in SAFE mode and then installed a standalone of the latest Nvidia driver, turned off Steam overlay, verified the files.
My build is:

Even though it performed flawlessly for ten hours in the past two weeks, if a memory problem existed it wouldn't have shown up earlier.
You didn't originally purchase or recently changed to the GOG version of the game, right? If that's the case, PCGamingWiki suggests disabling the GOG overlay as a solution for startup issues.
I purchased the base game with 'Phantom Liberty' at a discount during a Steam sale. It was a fresh install without cross-saves or migrated files. I planned to wait until the game was considered complete, as I’m about to meet Dexter DeShawn—similar to what’s shown in the 45-minute condensed demo CDPR. Over several weeks, I’ve played for around six hours, absorbing the visuals and city exploration, which has been smooth so far with no bugs. I was hoping to encounter a few issues even on a powerful PC, since some friends who have pkayed on SeriesX reported freezes and incomplete sidequests.
Today’s booting crash is new. After launching CDPR’s frustrating Launcher, the Cyberpunk logo glitches out midway through with music, then crashes into a bug report. It requires Administrator privileges.
I ran MemTest86 and Windows Memory Diagnostic, but both found no problems with the RAM. I reset the CMOS first and followed the instructions in MemTest86 to try again.
This is what’s been going through my mind about PCs: constant tweaking, and this is my fourth personal build. I’ve built for friends and family too, so I’m not a beginner.
Have you considered not running it as Admin either? I understand your annoyance. I've been playing Jedi Survivor quite often recently, and it's by far the least optimized game I've encountered. At least it starts up properly. The worst part is when you can't even launch a game.

I had heard the JS was a mess, and haven't Respawn essentially abandoned it?
I still have Elden Ring to play as I was waiting on getting a 4080 SUPER. a new mobo, RAM, and CPU, so I've got a large backlog. I heard the shader compiler was awful in Elden Ring and I haven't checked back in ages to see if it's fixed now. What's odd is how patchy the ports are because Dark Souls 1 was an awful on PC, but DS2 played at 60FPS on PC for me withoout incident, and Sekiro is supposed to be the best port of that game.
This thing is, I just can't see the financial sense in paying £500 for one of the other consoles which are already underpowered and you're locked into a platform; whereas, with PC they're porting most First Party titles now (even Sony), and I like to be able to play games at higher resolutions and framerates with finer granularity . . . It's just the price you pay for gettung hit and miss ports, and having to trawl forums for tech solutions ðŸ«
I'm pleased to hear your RAM is functioning properly. I found that my system had a defective stick of RAM due to CP2077, since none of my other applications used the memory as intensely. This led me to utilize the RAM lifetime warranty.
There are several alternative approaches to address the Exception Access Violation error. Clearing the DX12 cache is one option. Disabling XMP settings can also help. Additionally, removing unused USB devices and turning off overlays may resolve any driver or application conflicts.
However, CP2077 remains a problematic software. With over 250 hours of gameplay, it will likely run smoothly for some time before suddenly failing unexpectedly.
