This seems to be a typical motherboard problem, maybe due to failed capacitors or a power delivery issue that only appears after a cold boot. After swapping parts and updating the BIOS, I’d try using a reliable PSU first (borrow one if you can), but it’s likely the motherboard needs replacement—Z690 boards from that time had some of these issues.

Yes, I tested my PSU on my PC and found the same problem. I’m starting to think I should replace the motherboard. Thank you.
