I aimed for a 11,700k price because my CPU is quite outdated (about five years old). I mostly play older games like Far Cry 5, Shadow of the Tomb Raider, Witcher 3, and Batman Arkham Knight at 1440p with maximum settings. I'm curious if switching to that price would make sense. The only low FPS I experience is in Shadow of... where some scenes drop to around 60 FPS. My CPU runs at 4.5GHz overclocked without any overheating issues.

It's unlikely you'll hit a perfect score all the time, either because the CPU or GPU has limits. These limits shift during gameplay and won't disappear even with top hardware. That explains why reviewers often see such small numbers.
