Considering the threads/core are fully utilized yet the game isn't pushing its limits, it might be due to a few cores or another factor. You can click to explore the core clocks section. Have you enabled DLSS?

It has a solid frame with FSR, and yes, the core clocks are functioning properly across all cores.

The game lacks Frame Gen support. I adjusted it to improve performance, but it still caps at around 100 FPS for 1440p Ultra. Other settings show lower frames—90 at 1440p High, 105 at 1080p Ultra—and the numbers don’t match expectations. My friend on 1080p High achieves about 250 FPS with a 4070 standard.

Your friend's system likely has a CPU that supports V-Sync, G-Sync, or a software-based frame rate limit.

It looks like the system running the game might have a better CPU than yours, but it's only utilizing half of your GPU power. Both GSS and VSYNC are turned off in the NVIDIA settings and the game, which could mean you're not hitting full GPU capacity. This isn't just about this game—your performance drops significantly even with weaker cards on other titles like Tarkov, Rust, Valorant, or CS.

Did you unintentionally increase the voltage in certain programs? Are there any applications influencing GPU performance? MSI Afterburner and similar tools could be involved.
