I just upgraded my GPU from a 2070 super to a 4070 TI Super. This is the second 4070 TI Super card I've purchased because I initially thought it was defective, but it turned out to be functional. After setting it up and removing all Nvidia drivers, I installed my own drivers directly. Using MSI Afterburner, I observed that performance appears subpar. I’m uncertain if the numbers displayed are accurate from the GPU itself; if so, I’m only utilizing about half of its capacity. In Afterburner, Game Statistics show Fullscreen High Quality at 1440p with a maximum of around 90 FPS. My own video shows another card achieving over 30 FPS under identical settings. My friend, who uses a non-Super 4070 TI, is getting double my FPS when both switch to 1080p. Across these tests, my GPU consistently operates near its power limits—around 150 watts or less—while still delivering solid performance.

Did you delete the display driver installer? If not, save the file and launch it in safe mode. https://www.wagnardsoft.com/content/Disp...2-Released (You'll be asked to select safe mode when it starts). Once the PC is back in safe mode, open settings, disable the option that blocks driver downloads from Windows Update: select 'Clean and Shut Down'. The computer will power off. Restart it and install the Nvidia drivers.

I repeated it multiple times, even changing my bios and completely reinstalling Windows.

I bought a completely new modular PSU and connected two separate 8-pin cables into it. This isn’t the first issue—this is the second card experiencing the same problem, so it’s likely an internal fault. I’m trying to figure out what’s causing it and don’t have much experience with the interface of these devices. I plan to run some tests using your setup to better understand the situation.

Don't worry, just try HWInfo and follow my advice with Furmark if possible. 3Dmark works too, but for really pushing your GPU I usually go with Furmark. When you open HWinfo, after it loads click the 'sensors only' checkbox—it shows a lot of random text, but you can scroll down to see CPU and GPU details. Check if your motherboard has another PCIe slot besides iTX; you might want to swap the card into a different slot to test.

Even though I'm not sure why, my performance drops in HellDivers 2 when benchmarks run on my GPU. My buddy with a 4070 TI gets around 200 FPS at 90% quality while I sit there. I have screenshots of both the 3DMark and HellDivers gameplay.
