Is that layer just a cover?
I don't know which app is popping up all by itself. It just appears on top of my programs. I tried closing things in the Task Manager, but nothing worked. Have you seen this before? Is there a program running underneath that's hiding it?

You should, over a number of startups, restart the programs you stopped to isolate the one that is to blame.
