Greetings, I recently acquired a desktop computer from a friend; it’s just one year old and features a GTX 960 with 4GB of memory, an i5-6400 processor, and 8GB of RAM. I observed that it performed well when viewing YouTube content, successfully running GTA V at ultra settings with a frame rate of 70fps. However, since I’ve owned it, GTA V now operates significantly slower, running at only 40-50 frames per second on the lowest settings. I’ve attempted to reinstall Windows several times without success. Could you advise me on potential causes for this issue?

This appears to be an underwhelming configuration, and you’re not achieving the frame rates I anticipate. However, numerous elements beyond your hardware can impact gameplay performance.

Could you specify the display resolution you’re using? Have your Windows power settings been properly adjusted? Are all software updates—including BIOS, motherboard/chipset, graphics card, Windows, and hardware drivers—completely installed? Is the Nvidia Control Panel set up correctly? Are your graphics card manufacturer’s control programs configured as well? Are there any extraneous applications running in the background? Have you optimized your BIOS settings to their fullest potential? What kind of storage device is the game installed on?

Are you indicating that a video of someone else using an identical system was recorded, or have you located footage of a comparable setup in action?
