I used tracert with the modem they gave me, and yes, I thought something was wrong because the modem's IP address looked strange. I also tried pinging my phone and consoles, but the answer was always the same. Maybe it's the modem they gave me then?

I think maybe it's the modem, but mostly you get slow speeds or lost packets, not a delay. When I hear "delay," I think they mean it's stuck waiting in a buffer because modems don't actually have big storage spaces. Ask your ISP to tell other customers how fast that connection feels at that spot. Tell them why the speed is so low. It should be under 10 milliseconds for a cable and around 3 milliseconds if it's fiber.

Should I buy a new modem to fix this, or should I just contact my internet service provider?

In some ways, getting a new modem helps. The ISP should give one out for free just to check if it fixes this issue. If it doesn't work, you lost all that money spent on the rental. In the long run, maybe it will pay off to get your own modem. Still, my internet provider is being dumb. They said they took away the monthly fee BUT a few days later they raised the plan price way more than before plus the old rental cost. If you're paying for a rental, I won't buy one until this problem goes away. Their first move was to blame your modem now. So if they want to take out costs again, they'll have to pay them themselves.
