Due to my lack of experience with Sekiro, I cannot comment on that game. However, it is accurate to state that Dark Souls 3 runs at a fixed 60 frames per second.

Since the transition to 144Hz displays, it’s become difficult to view lower refresh rates.

I’ve been watching a YouTuber who plays Sekiro, and I also own Sekiro with a 60Hz monitor. Despite this, he played the game using his 144Hz monitor without any problems, and he stated it was supported. Frankly, I wouldn't request a refund for a game solely due to a specific refresh rate; 60Hz is smooth and plays perfectly well.

I wasn't responsible for purchasing the game. My interest stemmed from appreciating its fluid 144 frame rate.
