I'm checking if this situation is typical for your setup.
Your voltage reading during the stress test (1.38V) seems higher than the 1.3375V you reported, which could indicate a stable or slightly increased voltage under load.
Regarding cooling, there are affordable air coolers around $25 that work well with Ryzen 5 1400 models.

It seems to match the setup of my previous Mugen3 and should easily handle a Ryzen. The core delivers around 65W at default, possibly up to 80-90W with tuning. The cooler is built for 189W TDP, which should keep things quiet.

$25 isn't enough for much quality equipment...
Ideal would be a second-hand Ryzen 1700X cooler from eBay.

Voltage works well at that frequency. What temperatures are you experiencing under full load? Up to 75°C is acceptable. Many cooler makers have already adjusted their mounts for AM4. If you look at the LC Power Cosmo Cool LC-CC-120 at http://www.lc-power.com/en/product/power...lc-cc-120/, it would be a great addition—it's much cheaper and performs better than the well-known CM 212Evo, and more than sufficient.
