I was considering purchasing an Oculus Rift but am concerned about my computer's capabilities. If it isn't sufficient, I'd appreciate suggestions for upgrades. It’s likely you’ll be okay. A few titles may slow down your frame rate, but it shouldn’t be too severe across most games. You probably won’t face issues similar to Fallout 4, though VR experiences might feel better in Rec Room. It’s a free and generally top-rated VR game.

For VR play on the 970 it's feasible, though many titles would require significant compromises on resolution or quality to achieve smooth performance. The 970 also became the card involved in the legal case over the "4gb" VRAM issue. Let me know if you need more details.
