Hey everyone, I own an i7-8700k and recently added a Rtx 3080. My CPU temperature is typically between 65-70°C, which I'm not sure if that's high or normal. My GPU is around 60-70°C, and I usually play CS:GO with low settings but only manage about 300-400 FPS. My old GPU was a 2070, which I think can handle similar performance. I've seen videos showing people achieving 400-500 FPS, though 300 FPS is already quite high. I'd love to get more than that if possible, but I'm a bit concerned about the cost. (Sorry for the unclear English)

No, you haven't capped your frame rate in CS:GO and haven't adjusted the GPU settings via NVIDIA Control Panel.

it doesn't change the frame rate you're seeing, you can hit 500 fps on a 60Hz screen, it doesn't depend on the settings or resolution you're using. OP isn't the issue—this is more about CS:GO being limited by your CPU.
