my intel i5 3330 3.0 ghz with 6 mb cache and 4 gb ram is running smoothly, but only 40 fps in medium and low settings for csgo. at 800x600 resolution i'm getting no fps either. could this be a bottleneck issue? is there a solution?

The GeForce 210 is a poor GPU. Its built-in graphics are far inferior to what the 210 provides.
You should definitely upgrade to a better GPU.
I removed the 210 from the CPU and connected it via VGA, but after restarting Windows 10 it didn’t recognize integrated graphics—it only detected Microsoft Basic Render. I checked the device manager and saw only an adapter for Microsoft Basic Render.

The awful 210 could be the main issue, but we can adjust it to fit your budget and it will improve significantly. You’d likely do better with onboard video instead of a 210.
