I don't believe your GPU is experiencing a real bottleneck. What might be causing this concern?

You should be fine, but I would check CPU usage in game, some games will use a lot more CPU than others.  Open task manager and see if your CPU is pinned near 100% while in game.

If CPU usage stays above 85% or remains consistently low, or GPU usage stays under 90%, then there are likely some bottlenecks. This applies mainly to recent games. Very old games might not perform well due to software restrictions.

not accurate, the gpu can still face bottlenecks even with just 10% cpu usage. it really depends on how many threads the game demands. you might have a 200core xeon and still hit the gpu because its singlethread performance is insufficient. i own a ryzen 3600 and experience bottlenecks with a 5700 xt during streaming at slow encoding speeds, though my cpu usage stays around 50%.

I'm pointing out conditions that clearly indicate signs of bottlenecking. But considering the OP has a 4C/4T CPU, single-threaded bottlenecks with very low CPU usage are unlikely unless they're playing older games or something basic like a 2D game. You're gaming and encoding while only using half the CPU? That doesn't add up.
