do you have to remove drivers and try various gpu drivers? also, why does my game always launch in windowed fullscreen even after I switch to fullscreen by pressing alt+enter?

I'm having trouble understanding the issue anymore. It seems like you and your friend are getting the same results despite using identical configurations.

the issue remains identical for both of us; we can't reach 100 fps regardless of the settings, but my computer performs worse than his, yet I still see the same frame rate on any configuration. Even at 720p in story mode, I notice nearly double the fps.

He also has an RTX model GPU, but it seems the game wasn't originally designed for RTX support. Some titles don't perform well with these graphics cards.
