Is my CPU underclocked?
I possess an Intel Core 2 Quad CPU running at 2.40GHz. When I review the processor information via SiSofware Sandra, it displays this model and speed details. At the bottom of the page there is a warning stating: Warning 241 – Dynamic OverClocking/Turbo enabled. Performance might not be steady and could differ from expectations! To gain a clearer understanding, I ran Prime95 to stress-test my CPU for about a minute, which produced these results: http://imgur.com/a/Mb2jp. A friend provided me with this system, which they acquired secondhand, so I’m unsure if it’s using default configurations. There is also a BIOS password present. What does this all mean? I’m relatively unfamiliar with hardware, so I’m not sure what’s typical or not. Clearing CMOS could potentially cause instability; I might need to do that before installing new RAM (I have another thread for that).
Remove the password from the BIOS. Then uninstall all overclocking-related programs and restart. After logging in, enter BIOS setup and apply optimized defaults. This ensures no unusual settings are affecting the behavior.
If this doesn't fix the issue, just let me know and we'll continue troubleshooting.
Also, could you tell me what model your power supply is?

I've re-executed the test and it still doesn't reach 2400, as expected. Appreciate the assistance.
And regarding the power supply, it's a Super Flower SF-550P14P with 550W capacity.
The power supply exceeds acceptable standards; it will serve you well.
I'm always happy to assist.
