Hi, your iPod is running slower now because of the 4th generation iOS restrictions. You tried a jailbreak before it broke it, but luckily you managed to recover it afterward. The link you shared suggests another method, and you're wondering if it's simple to reset it again if something goes wrong.

Based on my experience, it's quite reliable. A lot of misfortune is needed to damage an Apple device. I once made my iPod Touch 2nd generation nonfunctional due to a wrong attempt, but I quickly fixed it using iTunes. I've also tried various jailbreaks on multiple iPhone 4/4s; the unsuccessful ones can be easily restored via iTunes.

I've unlocked many devices without issues. Just try it if you're curious—it makes Stock iOS look very polished and can be quite enjoyable to experiment with.

Driving safely is possible, as long as you avoid careless errors.

It looks like the app doesn't support iOS 6.1.6. That's good to know! I've been focusing on emulators lately.

I've had my iPod touch 1g jailbroken since iOS 2.1.1. If there was ever a moment when it wasn't completely safe, it was then. Now it's just a matter of clicking a few buttons and following the on-screen steps. What iOS version are you currently using?

The simplest method is to switch your device to DFU mode, link it to a computer, launch iTunes and allow the firmware to install automatically. The main drawback is that it will update your device with the newest firmware. The most straightforward jailbreak I've performed was on an iPod Touch 2nd generation running version 3.1.3—it was just one click, made possible by Spirit.
