I'm trying to customize my i3-8350k, but the liquid cooler's max temps stop around 4.3 GHz. I'm on a budget and thought about boosting performance by upgrading the radiator fan. Would a quicker fan help the liquid cooler work better?

No, quicker fans designed specifically for case cooling won't assist.
