It's personal, improvements are possible. The cost of 3600MHz kits isn't too high, so I'd choose them.

That price feels quite steep for just a minor FPS boost. It’s especially noticeable compared to what I’m getting with my 8700K setup, which already performs well across the board—except for AC: Odyssey.

It wouldn't really change much, considering we're discussing gaming FPS. You might see up to five more frames per second at most. Ignoring that expensive 4000MHz rigs, they're way pricier than a standard RAM upgrade. It doesn't seem worth it unless you're already running something around 3200MHz.
