Sure thing! It functions well without the virtual machine. A 16GB RAM would be great for running Cities Skylines, especially since you need a 20GB page file due to its resource demands, and it also lets you install more mods.

Are you utilizing over 16GB of memory? Are you navigating through the filesystem? If neither applies, the answer is no. Increasing RAM won't help in this situation. If you confirmed either condition, you're looking for additional memory.
