I recently re-applied thermal compound to my rig. It’s been running for eight years on the original material from my H100i. After cleaning and reassembly, it now sits around 45°C, which feels a bit too high. I’m wondering if this is due to a mistake—perhaps not enough compound was used—or if it’s normal for the setup. I also have an i7-4770k under water on a H100i with Noctua fans in push mode.

That's acceptable for an AIO, particularly when it isn't operating at maximum capacity.

It’s completely secure. Values below 60c are irrelevant, and those under 75c still seem insignificant. The concern lies in how it performs during a stress test. If it remains under 75c, it’s essentially inconsequential. But if it exceeds that threshold, the impact might still be unclear.

I’d focus mainly on the temperature readings. It probably comes down to performance and power supply. On a custom loop, it usually stays near 25-30°C and runs fine.
