The packaging claims it's a 165HZ monitor, but the screen was locked at 144Hz when opened. I'm thinking about overclocking, but I want to make sure it's safe and won't cause stuttering or skipping. Most people probably won't notice a difference, but I'm concerned about getting what I paid for – a 165HZ monitor. Is it okay to try overclocking? Thanks!

You can just turn it on, no need to manually adjust the monitor.

The monitor's standard refresh rate is 144Hz, with 165Hz being the overclocked version. Is it safe to increase it?

Whether safe or not, that's the approach Acer takes—you won't reach 144Hz without it. Reach out to them to check if doing so might cancel your warranty. If it does, I wouldn't proceed.

An option should exist in the monitors OSD to activate the 165hz refresh. It's unclear if this is still applicable, but I recall a display mentioning *Up to 165hz, so actual performance might vary.

There should be an option in the monitors OSD to enable the 165hz refresh. It might not be directly relevant anymore, but I recall seeing a message on a monitor saying *Up to 165hz, so you may or may not actually reach the full frequency.* Yes, it's accessible through the menu, just two clicks away.
