your xeon 1231v3 with an asrock h81m-hds is running at high temperatures around 122f under load. your cpu is at 3.40ghz and you can push it to 3.8ghz via overclocking. with a 500w evga psu and a 750ti motherboard, it's safe to consider the overclock attempt.

Correct. Pretty much anytime a CPU gets to load it will automatically use the turbo frequency, which is already 3.8Ghz in your case.

No, you can't modify an Xeon. Its standard clock rate is 3.4Ghz and the turbo rate is 3.8Ghz.
Even if it were possible to modify it, you'd still be stuck at the normal turbo speed—no change there. 😄

yes you can try to increase it to 3.8, but if you're nervous you might want to look at some videos or read tips on how to overclock a computer with your specs, since messing with the voltage could damage your machine.

ps i'm not an expert, just sharing what i learned while trying to overclock my own system.

That's correct. Almost always, whenever a CPU starts loading, it automatically switches to the turbo frequency, which is already 3.8Ghz in your case.
