Is it safe to fully charge the battery?
The information about whether charging to 100% or keeping the laptop plugged in affects the battery is not included here.
In a highly technical manner, yes, it does affect the battery's overall lifespan. Nevertheless, this effect is not as severe as other factors such as charging it down to 0% or the temperature conditions it experiences. I've used many portable devices that remained functional while constantly connected to the charger, lasting approximately as long as new ones would. If they did degrade, the changes were minimal enough not to be noticeable.
Lithium battery packs are handled carefully. It's rare for them to reach 100% capacity or be completely discharged, which is known as provisioning. This makes laptops appear to last longer than they actually do. They gradually lose their ability to fully recharge, but as long as you stay below the artificial limit, it won't be noticeable. Don't worry—let the laptop take care of itself. It will eventually wear out, and you can replace it when needed. Or better yet, get a new one before then.
Personally, my recent work laptops remain connected almost all the time, using nearly 100% of their available power. In comparison, others I know who frequently switch between meetings and recharge often seem to last longer with similar models.
