Is it really only 650w needed for a top-tier GPU?

my PC has a Corsair CX650 PSU. I only have a motherboard, 32 GB RAM, and a 12100. I’m considering upgrading to a 3070 from the second-hand market—it seems it uses only 230W at full load. Why do they say it needs a 650W PSU? I think other parts don’t need that much power! Also, the Rx6800xt is much more powerful than this one, using around 250W (or 300W for 6900). The prices for those models match the 3070 (6900 is about $20 higher). A PSU recommendation would be 750 for the Rx6800xt. With a 65W CPU I currently have, will it cause any issues if I upgrade to a 6800xt or even a 6900?
I tally every calorie value. Including an extra 10% could be beneficial.
