Hi mate,
From what I've seen, Premiere Pro can sometimes be quite slow, even with a Ryzen 5 2600. On Adobe's forums, many people warn against using it with an i3 processor—it just won't run well, it'll lag a lot. You'd need at least four cores for smooth performance. With just two cores, the only option is: No.
"But yes, it will, but this will be the most painful experience of all times, don't do it."
