I've encountered cases like this without a clear fix. When I push overclock past 4.3ghz using prime95, only three cores are being used and the load stays around 30%. Any suggestions?

Intel describes it as a speed shift.
Searching in Windows Task Pane, type msconfig, click msconfig, go to the boot tab, then sub tab advanced boot, open the new window, and verify the Number of Processor.
