Could you clarify if it's feasible to recover a sold steam account? If the owner regains access, will the restrictions be lifted?

Yes, Steam support is the sole choice available. If they are unable or unwilling to assist, there isn't much that can be done.

Sorry, I didn't provide enough details.
If the account is sold, it becomes a hijacker. When the owner tries to reclaim it, can it be restored even if caught? Also, with steam support involved? Nothing changes.

Is it permitted to trade Steam accounts? I remember when selling WoW accounts was common, and I did it several times despite violating the rules.
