I own a 2500k with BIOSTAR H61MGC board and plan to overclock to about 4.5 ghz. Is that feasible? Which cooler should I purchase?

yes because the 2500k remains quite powerful as a gpu, but for top-tier performance you'll need to upgrade the mobo gpu and cpu.

Would there be any improvement if I upgrade to 3770k and change the GPU from 750 to 970gtx? I want to play games like the division at ultra high.

both options would significantly improve performance, but for a full overclock just a new motherboard would be more affordable than buying a new CPU.

When considering a move to mobile, think about the Z77, such as the ASRock Z77 Extreme 4, and then the GPU. I understand the Z77 is more suitable for overclocking, but why does it outperform the P67?
