I've attempted various solutions but still face the issue.
My system specs include an i7-10700, RTX 3080, 16GB RAM (2 x 8GB) with default 2133 speed for DDR4, which I can't enable XMP.
Currently, I'm playing DOTA 2 at 1440p and achieving only 100-140fps, which should improve to around 240++. Also in Diablo 4 and other games.
I've tried reinstalling Windows between versions 10 and 11, updating drivers and BIOS, and optimizing Nvidia and Windows settings, but the problem persists.

I am playing the game SATISFACTORY now. Suddenly many players with powerful cards are experiencing issues, and it seems the problem might be related to the NVidea drivers. It might be worth checking the website for the latest updates.

restart the BIOS using a jumper reset like clrCMOS or JBAT, then adjust boot priority accordingly.
verify system integrity in Windows.
launch the command prompt with admin rights and execute DISM /Online /Cleanup-Image /RestoreHealth.

Finished testing all checks, passed successfully. I attempted a single XMP profile since it's just one to choose from.

dota2 will operate at maximum settings with around 180fps. Turn off VSync.
