3.8 is the turbo boost that comes out of that chip. A 4.0 number just means Intel's Turbo mode hits a core at 4.0GHz when things are right, but it might only affect one core. Your CPU is working normally. What this actually does is called Boost or Turbo, and it's not really "overclocking."
You'd need to manually bump the clock speed yourself. That means taking care with all kinds of safety steps, so you should research lots of things before trying it out. There are tons of tips on this forum about speeding up CPUs. Just make sure your board lets you do that and your cooling system can handle the extra heat.

Whenever I try to over clock my i7 6850k to 4ghz, only one core goes up to 4ghz and the rest stay at 3.8 ghz. People say they get all their cores to 4ghz. Can someone help me?
