As the title suggests, I’m experiencing lower FPS than expected for my system while playing mainly Rust. After upgrading from a 1060 with 3GB RAM to a 3070ti, my performance improved from 40-60fps to 60-80fps. However, I sometimes encounter severe lag spikes after extended play sessions, eventually reaching 1 or less. System monitors indicate the GPU and CPU are consistently operating between 40-50% load, with the only noticeable throttling coming from power limits. Previously, I didn’t notice any significant performance issues with the 1060, so I’m unsure if there’s a problem here. Am I setting my settings too high for this 3070, or is something else affecting it?

Power Supply Unit: age, condition (original, new, refurbished, used), past heavy gaming usage?
Storage devices: type, manufacturer, size, current capacity, percentage full?
Check Task Manager, Resource Monitor, and Process Explorer one at a time. Keep the windows open and adjust to view them on one side or another monitor.

Goal is to identify resource consumption levels (%), including which processes are consuming them, whether active at startup, and possible startup triggers via Task Scheduler.
if you need more details beyond what’s in the benchmark, you’ll have to be precise because I wouldn’t understand what else you require! regarding the PSU, it was purchased with a NIB and the 3070ti model, currently around 7 months old, with roughly three-quarters idle time and one-quarter dedicated to gaming. using task manager, resource monitor, or process explorer only gives me a few observations that seem unusual (to me) — the VRAM consistently reaches maximum usage without a proportional increase in GPU load. RAM stays between 17-22GB most of the time, mostly occupied by rust and system processes, with the next closest uses around 2-300MB (discord, battlemetrics, spotify). cpu usage peaks near 40% during most games, while temperatures remain stable between 65-72°C thanks to Ryzen Master. as for startup programs, i monitor them closely and generally limit them to system-related entries unless they’re essential every time the pc is on.
I've observed something today while gaming; the GPU won't go beyond about 160 watts in total use. Based on my readings, I think I should anticipate around 280-290 watts with a 3070ti. All the power configurations I know are set to high performance in Windows/GeForce settings.
Remember that shared benchmarks and gaming FPS videos often represent just the top .1% of scores. They don’t reflect the average—those are rare exceptions. Most people avoid posting 'meh' results; reviewers constantly adjust settings until they achieve a score they consider acceptable, only then does it appear. These individuals typically have technical expertise with hardware and software, and some even manipulate settings to boost performance. They alter parameters like CPU priority, tweak benchmark configurations, or use extreme shortcuts such as borderless or alt tab modes. In essence, focus on published results rather than chasing posted numbers.
