Hello everyone. To begin with, I want to give my apologies for the title; I should have asked this question much earlier since my setup isn’t brand new. Although I realized the problem from the start, I didn’t pay much attention until now and never mentioned it to anyone.

Earlier, I assembled a new PC with these specifications:
- Motherboard: Asus TUF Gaming Z690-Plus
- CPU: Intel Core i7-12700K
- RAM: 32GB DDR5 6000MHz Kingston Fury Beast (KF560C40BBAK2-32) (two 16GB modules)
- GPU: Nvidia GeForce RTX 4090 (MSI Gaming Trio)
- Power Supply: Deepcool PQ1000M (1000W Gold)
- System SSD: 250GB M.2 Samsung 970 Evo Plus (MZ-V7S250BW)
- Games & Programs SSD (purchased later): 2TB M.2 Samsung 990 Pro (MZ-V9P2T0BW) (previously had a 1TB Samsung SATA SSD)
The issue I’m facing is with FPS in games. The game I play most often (and the only one I usually play now) is GTA Online, so this is the game where I notice relatively low FPS, especially in Legacy mode.

In a full online session with around 25 players (Legacy), my FPS is typically about 85 frames—considered low for my build. People with older or weaker PCs often achieve higher FPS under similar conditions. Occasionally, it drops to around 75 FPS. However, in Story Mode (singleplayer) or when I’m inside Michael’s House in GTA, my FPS climbs up to the game’s maximum of 188.

Also, changing graphics settings (except for ray tracing) doesn’t improve or boost FPS at all, even if I set everything to the lowest resolution and settings. This suggests the problem isn’t related to the graphics card.

My initial guess was that the CPU might be the culprit, since FPS is more affected by player count and environment than by graphics settings. But it could also be due to RAM or the motherboard.

In GTA Enhanced version, my FPS is significantly better.

What I’ve tried so far:
- Reinstalling Windows 10
- Installing and uninstalling chipset drivers
- Updating BIOS
- Updating GPU drivers (BIOS settings are default except for XMP at 6000 MHz)
- No CPU tweaks or overclocking

I’m not sure what the real cause is, but I’m open to suggestions. I considered swapping in a different i7-12700K, installing it, and comparing FPS, or maybe buying a 14700K to see if that helps.

Check if your CPU's raw performance is typical and it isn't overheating. Use CPUz to run its built-in benchmark, then compare single and multi-thread scores with the official ratings for the 12700k. Keep an eye on the CPU temperature during testing and while playing online.

BIOS at defaults indicates only secure configurations, sufficient for basic startup and operation; however, if you wish the CPU to perform at maximum capacity, a few adjustments may be necessary. Refer to the manual for options such as Optimized or Game/Turbo settings. Numerous guides are available online.

It seems GTA Online might still have performance issues even after updates. The improved single-player experience supports this. Check if your PC uses an Ethernet connection or Wi-Fi, as network problems could be causing the issue.

Appreciate the feedback, my display resolution is 2560x1440. This FPS calculator is puzzling me though. I thought it would vary with graphics settings, but in reality, my performance remains constant regardless of whether I adjust the graphics or not. The only setting influencing my frame rate is Ray tracing in the Enhanced version of GTA.

~85 frames per second during a complete online session in the city (with more than 25 players; fewer players yield higher FPS), ~135-140 FPS in an invite-only solo session in the city, ~135-170 FPS while driving around the city in singleplayer mode, and ~150-155 FPS inside an interior near the wall while watching it, reaching the game's maximum of 188 FPS. I maintain the same numbers with the lowest graphics settings and 800x600 resolution as well.
