Is Chrome skipping frames during Twitch stream playback?
Over the past week I've observed that Twitch streams on Chrome display a significant number of skipped frames. This issue becomes apparent while gaming and keeping Twitch open on another monitor. However, when using Firefox or Microsoft Edge, it doesn't occur. After uninstalling and reinstalling Chrome, the problem persists. Enabling/disabling hardware acceleration seems to have no impact. I'm quite puzzled and doubt it's related to hardware since I don't experience any problems with other browsers.

Monitor performance via Task Manager and Resource Monitor, using each tool individually.
Watch behavior during idle periods, light tasks, moderate activity, and gaming as usual.
Note any variations when the frame rate begins to fluctuate.

The frame skipped are not noticeable all the time even though its showing frames skipping when looking in advance in the twitch videoplayer options. The biggest thing I have noticed the past week is when I have a game loading like WOW loading screen on my main monitor and twitch/youtube video playing on one of my side monitors I get a lot of stutters. I've never noticed this before. This seems to happen regardless of the browser but the Frame skipped seem to happen more on Chrome than any other browser. Im not sure if this is hardware related or a software issue.
UPDATE: I seem to have fixed the skipped frames issue. Looks like unchecking the Low Latency option under advance in the video player cogwheel stopped the skipped frames to a very minimum like 1skipped frame vs 2000 in a span of 1min. However I'm now concern about the stuttering that I am getting when loading wow, or anything that has a load screen which causes any video being played on another monitor to stutter and lagg out. If I tab out of the game and click on the browser it stops. Is this a video card issue, or something else?
It appears the issue occurs consistently across all browsers. Whether using Chrome or Firefox, the problem arises when playing a game on the main monitor with a video displayed on the secondary monitor. The audio remains unaffected, but the frames become stuttering and slow until the browser is closed and reopened.
The frames are not always obvious. In Resource Monitor and Task Manager, what you observe depends on the details. The PSU seems to be three years old, but does that relate to your gaming habits?
Just to confirm, I believe I’ve identified the cause. With DX12 enabled in World of Warcraft, I don’t experience video stuttering. However, DX12 introduces graphic artifacts in that game after about an hour, especially after teleporting to new areas—it becomes very erratic and usually happens when using WOW. I suspect this is related to WOW since I have no other problems with other games. If I switch from WOW to DX11, the artifacts disappear, but Twitch and YouTube videos still stutter heavily when WOW is active. Other games work fine, so it looks like the problem was tied to WOW. I found a post on the Wow forums about this issue; it doesn’t seem my character is dying or anything unusual.
