Because I'm on a tight budget and max Tomahawk costs are high in my country, is the B450 Steel Legend suitable for the Ryzen 5 3600? I won't overclock and will use turbo boost only.

3600's offer great power efficiency, making them compatible with Steel Legend systems. Ensure your board is 'Ryzen 3000 ready' for a smooth start. A recent BIOS update is advised to avoid issues. You can skip manually enabling turbo boost since Performance Boost is already active. Consider PBO if needed.
