I've used the software, checked all options in the control panel, but nothing changed.

Consider navigating to Control Panel, then Sound, Speakers, Properties, and Advanced. Adjust the Default Format to the lowest CD Quality setting. Check if this affects the outcome; otherwise, revert it to its current value. Additionally, you may explore Power Settings and select High performance.

It's been a bit of a recent development. It wasn't a problem until recently, though I'm not sure when it began exactly—I'd guess it started about a week or two ago, around 4-5 days back. I don’t watch people talking on video often, so the precise date is hard to pinpoint.

The only changes during this period were hardware-related (before troubleshooting), specifically a new PSU. I tried swapping it back without success. For a long time, I thought it might be software-related, but after checking everything I could find online, I had to consider the hardware side. I began replacing parts I had extra of that worked in my system: the motherboard, RAM, or CPU.

I’m considering getting a new graphics card since the delay is more noticeable with an external sound card compared to the built-in one. However, I have no concrete reason to think this way—just a gut feeling. Plus, it’s the cheapest option for a replacement.

I would still recommend trying LatencyMon, even just to rule out that possibility. You don't need to grasp what the application is doing. Simply download the free software, install it, and run the program by pressing the play button. It will inform you if your PC struggles with real-time audio. At this stage I have no other suggestions.

I turned off CPU throttling in Windows Power Options and also disabled it in the BIOS. It's puzzling because my processor wasn't under heavy load—maximum usage was around 50% during this period—and temperatures were normal. I've checked all available BIOS versions for the motherboard, but nothing changed. I'm still confused.

I've tested with various headphones and speakers. They function perfectly without any delay across different devices.
