Over the last few days I've been struggling to fix this problem. In short, I'm experiencing audio desync in videos, regardless of browser or app used. The delay is minor, but it's enough to make watching videos with people speaking difficult—they're off by about half a second.

What I've tried so far:
1. Updated drivers for audio and video, rolled back to previous versions.
2. Fresh Windows installation for both 10 and 11.
3. Using an external PCI-E sound card, which slightly increased the delay.
4. Switched GPU to a 3070 that didn't cause issues.
5. Changed speakers or headphones.
6. Tested different BIOS versions without issues.
7. Verified internet stability using downloaded videos on various players.

System details:
Intel 13600k, 32GB DDR5 RAM, ASRock Z790 motherboard, 7900XT/RTX3070, 1000w PSU.

I've gone through every troubleshooting method without buying new hardware. Now I'm considering replacing the motherboard, CPU, or RAM. I'm not sure which path to take, but any advice would be helpful.

if a local file then most players simply have an option to delay or speed up the audio to get it into sync.
media player classic, vlc and other options all have the ability. look in the menu for the right keys to press. it's that simple
what type of file is it and which player are you using?

the issue is, its not just a file. The delay is there no matter what I use. If I watch a video on youtube on Firefox, Chrome, or Edge. I download the video to watch it on my pc directly, via Windows Media Player or VLC, same delay. I watch it from my cellphone, no delay. The delay only exists on my pc.

searching online reveals similar solutions for YouTube audio sync issues. The main suggestions involve enabling hardware acceleration in the browser and adjusting Windows sound settings. There’s a resource that explains how to turn off both YouTube Audio Out Of Sync and related causes. This guide covers possible reasons and fixes for the problem.

I don't have a specific motherboard model name. There are numerous ASRock Z790 options available.

Tried previous methods before, none helped or made things worse (hardware acceleration disabled). Spent three days searching the web for audio/video sync issues and tested many fixes. (HPET off, sound tweaks, hardware acceleration) ASRock z790 Sonic PG board.

The motherboard includes Nahimic Audio software. Is it currently active? If so, disable it. Check the Sound settings in the Control Panel and turn off any enhancement features.
