Hi everyone. I have a Lenovo Legion Y540-15IRH with an RTX 2060 and a Core i7 9750H. For about one year, from time to time (after several restarts or shutdowns every few months), my CPU and GPU act up for a while (for several days). The CPU gets stuck around 6-8 watts of power, while the GPU memory slows down to between 405-810 megahertz instead of running at full speed like 7000 MHz under load. I can fix this problem with ThrottleStop by turning off BD PROCHOT, but there isn't much else I can do for the GPU other than restarting the computer. The GPU usually speeds up back to normal after each restart and it's still playable on some games. But if left alone without someone watching over it for a while, it needs another restart to boost again. All along, the temperatures are fine (when everything is working correctly). After a few days of this happening and several restarts/shutdowns, the computer goes back to working normally (CPU running smoothly without ThrottleStop and GPU boosting as usual). The last bad cycle started on Tuesday, July 11th, and I just got it working again yesterday night (July 21st), and everything looks normal right now. I have no idea what's going on; has anyone else here ever had a similar problem? This laptop is out of warranty, so I'm afraid Lenovo will just switch the mainboard because they might be able to confirm there is a problem during diagnostics. I plan on using this machine for another year or so and would really like to at least manage this issue better (since I do a lot of CAD work and gaming). Any advice or help would be appreciated.

You need to update your laptop's BIOS settings too. Maybe you could try reinstalling the operating system while it is turned off or offline. Then, when you install those drivers, just right-click on the installation file and choose "Run as Administrator."

Thanks for your advice. The BIOS is already up to date; my best hope was getting an update, but the last one came out on March 22, 2022 - BHCN45WW. I could try reinstalling the OS and drivers, just in case (even though I'm not really confident it would help).
