I need a webcam for school and also a mobile device for social media videos. I already have an iPhone SE from 2016. Should I buy a basic webcam for school use and then use my iPhone's camera for videos, or is there a single device that works better for both needs? My concern is that a webcam might be limited to being connected to my PC, making it hard to use outdoors with things like a gas burner.

Begin with your iPhone SE.
Test and experiment freely. Create some makeshift stands. Identify what functions well, what fails, and any unexpected challenges.
You might find that the iPhone SE meets your needs adequately, particularly if your use is limited to a few classes or a single semester—what you call "short term."
The outcomes of these experiments will guide you in understanding possible issues and specific needs for video recording.
If conditions are favorable, using an external webcam outside could work without problems. Just ensure it’s not exposed to heat or smoke, similar to how you handle the iPhone SE.
There are also wireless webcams available:
FYI: (Note not...)

Begin with your iPhone SE.
Test and explore, adjust as needed. Create a few makeshift stands to see what functions well and what fails.
You might find the device sufficient for your needs, particularly if your use is limited to a few classes or a short period.
The findings from these experiments will guide you toward possible challenges and specific demands when filming videos.

Similar options include wireless webcams:
FYI: I won’t endorse any particular model. You can locate comparable alternatives easily.
