Hello, welcome to overclocking!
I'm working with an RX 580 4GB and have been fine-tuning my GPU settings.
I'm a bit unsure about the memory clock speed—should I set it high or low for best results?

Higher is preferable, but proceed with caution since stability decreases as you ascend. Check out some overclocking guides or read relevant articles to get comfortable with the method.

And to add on the above, if you want to evaluate the OC's value for yourself, you can compare it using a higher VRAM clock speed and then with a standard clock rate. You should notice the variation, even though in practice it might only result in a slight FPS increase in games. Try to find the optimal balance between higher clock rates, voltage, and temperatures. This process takes some time and multiple tests.
