i increased my cpu's clock speed from 2.00 to 3.56ghz using the original cooler, but the bios temperature remains at 75 degrees cell.

Usually it would be too hot, but Intel actually rates those CPUs for 74*C. The R0 stepping can handle it fine.

When operating at full capacity, a temperature of 75 degrees is acceptable with the stocl cooler. If the internal temperature rises above 75 degrees during operation, it's advisable to purchase a more efficient cooler before adjusting the overcoil.
