So I gave in to my brother's pressure and bought him the Best Gaming CPU (his idea was Intel, but I preferred Ryzen). He is upgrading from a non-K 4790. He plays fast-paced shooters and wants more frames at 144hz beyond what he has now. His first problem: with his single-core score coming in at 200, even though online people say 215 is normal, his multi-core is 1450. GeekBench 5 shows a 1304 single and a 6555 multi. I was wondering if he should overclock? (he is currently running at 4.5Ghz but not going higher). He says he can't feel much improvement, which sounds terrible because you wouldn't want to hear that after spending so much money on the upgrade. The next question: if we do an OC up to 5GHz and manually increase voltage permanently, will it stay at 5GHz and volt even when the computer is idle? If not, then it's just extra heat and electricity bills for little gain I suppose. Problem two: several games are stuttering even though he has a fresh Windows install. I'll try removing all drivers to make sure it's not causing that. His temperatures are actually pretty good: 25-35 degrees when idle and 60-69 during gaming. Wondering what else could be the cause. His specs include an Intel 10600K, a MSI Z490 Gaming Plus motherboard with a Corsair Vengeance Pro RAM stick at 3200MHz, a Zalman CNPS10 Extreme CPU cooler and a Cooler Master Strix air cooler for his 1080Ti GPU. He also has a Corsair AX 860i power supply, an LG Ultrawide monitor set for 144hz, Windows 10, and lots of SSD storage.
Type "CHKDSK /f" in your search box. This command will correct any problems on your hard drive or SSD. Also, use an S.M.A.R.T. tool to see if your device is healthy.
Which GPU do you have? Most speed boosts in games come from your graphics card, not the CPU. The 10600K can go up to 5GHz if you use a cool liquid cooler like an AIO, but it won't work with that Zalman thing.
Make sure your BIOS has XMP turned on so your memory runs at the right speed, and turn MCE (multi-core enhancement) on too. This lets every core go full turbo boost and makes the 10600K work best. That chip loves overclocking and you should be able to get all four cores hitting 4.7GHz just by setting the multiplier to 47 in the BIOS. Even better, it can handle up to 48 which is 4.8GHz without a lot of problems. After that, cooling is really important because anything above 4.8GHz needs a good cooler.
Just checking: if MCE is turned on, all cores can run at 4.8GHz. That is a good change. When talking about overclocking, you should check some guides for Z490 boards from MSI because they have lots of specific tips. For voltage, you probably don't need more than 1.320v to get stable 5GHz. Actually, you might hit 5GHz at just 1.3v if other things like LLC work well enough. That is why reading guides helps a lot. Don't go way above 1.35v; I personally stop there, though it's okay to try up to 1.4v. Also, when you push voltage higher than 1.3v, you need great cooling. Something like the Dark Rock Pro 4, Nocyua, or a nice 240mm AIO will handle that job well. In reality, 4.8GHz should be easy to reach with MCE on, or just by changing the multiplier to 48 and keeping everything else automatic.
it's the GTX 1080 Ti. what about a few stuttery moments and not responding well overall? Thanks for the tips. Can you please answer this question - Does overclocking to 4.8/5GHz manually increasing voltage permanently run it at that clock speed and voltage even when the computer is idle, or does it throttle back down when things slow down?

There are two types of overclocking for your computer. The first kind is called a "hard" OC where you just boost the CPU speed and turn off energy-saving modes forever. This stays that way even if you stop playing games or closing apps. The second kind is a "turbo" OC where you also boost speed but keep some power-saving features on when things are quiet. You can choose either one, but not everyone likes it because tweaking voltages at low power times sometimes makes the computer shaky or unstable. Hard overclocking avoids that problem. Turbo overcracking is definitely tricky to do right.
It won't keep the voltage high forever. If you leave settings like that, the voltage changes depending on how much power you use. When the computer isn't working hard, the voltage goes down. KardaJgne explained this clearly.
