I recently installed a 64GB drive, thinking it would suit modded Cities Skylines well. It seems I overspent.32GB would have provided more flexibility.
That is absolutely wrong. 2 sticks are always better. Here's just one recent proof of this:
Two sticks aren't always optimal. Four sticks perform better when they meet the required speeds. If only two can run XMP but four cannot, two is preferable; however, if four are available for XMP, it ensures dual-rank capability, which is typically quicker.

I understand your point, though it wasn't limited to 8GB sticks. The key is recognizing that there are multiple tiers, and the goal is achieving four levels regardless of the specific capacity.
