Yes, it could be excessive for just streaming and gaming. Those configurations usually offer more than you need unless you plan to do heavy multitasking or storage-intensive activities.

Compare the storage capacities: 4 x 8gb equals 32gb, while 2 x 16gb equals 32gb. Both options provide the same total storage.

It's not really the case. 2x16 performs better at advertised speed compared to 4x8, especially with XMP/DOCP support. If you aim for that speed, investing in a kit is advisable. 2x16 kits tend to be more affordable than 4x8 options. Unless you intend to run at peak performance, the difference is minimal as long as the components match in make, model, speed, and timing.

I only mentioned that since everyone I know advises me to "Don't get 2 sticks 16gb (2 x 8), get 4 sticks of 32gb (4 x 8)" because I only needed 16gb, but they suggested filling the slots rather than keeping just two.

Occasionally smaller bundles cost less than larger ones, or multiple smaller packs offer better value.

They probably expect your PC to support quad-channel memory, which it likely won't. Ideally you'd have eight DIMM slots. Filling all four just adds complexity without real gain, except it complicates the memory controller's work. It's better to use two slots and turn on XMP/DOCP instead.
