All visual appeal comes from 30fps versus 60fps, right?

I'm sorry for the misunderstanding. It seems they mistakenly assumed you had a different model in mind. Despite that, the R9 isn't noticeably better or worse, so my advice stays the same.

What kinds of games do you enjoy? At lower quality settings, details fade, particularly around faraway objects. For racing or games with expansive maps needing precision, focus on the vanishing point—it makes a noticeable impact. The same holds true for comparing 4K to 1080p resolution.

If you're choosing between 720p at 60 FPS and 1080p at 30 FPS, I'd go for the higher frame rate whenever possible. However, when comparing two monitors of identical dimensions but different resolutions, the 720p version will display significantly lower image quality since its pixels need to be much larger to fill the same space. You’d probably see a noticeable difference if you placed them side by side.

Upgrading your GPU is a good idea. 720p isn't a high-quality setting.
