Yes, that's correct. You can set it up with a VPS from Hetzner (affordable but EU-only) or DigitalOcean (more options globally). OpenVPN installation is feasible. DigitalOcean offers a marketplace to launch droppers with preinstalled software—visit their OpenVPN droplet page: https://marketplace.digitalocean.com/app...ess-server. Remember to enable IPv6 during droplet creation and set the transport protocol to IPv6 (proto udp6) in your configuration.

Vultr also provides openVPN at https://www.vultr.com/apps/openvpn. Previously I thought it was more affordable. Edit: Just verified that Vultr now sells VPS plans with reduced specifications and lower prices, but the top choice for a VPN remains around $5 USD with comparable features.
